Presidents propose, but Congress has the final say. Often Presidential budgets are effectively dead on arrival. Of course, the MIC always gets its cuts. If you cannot beat them, own their stocks and at least recoup some of your "investment." :-) I don't think even the GOP side of Congress are going to go on record slashing Medicare and Medicaid right before the Mid-term Elections. They aren't smart but they are not quite that stupid either.
I agree it is unlikely now; we will have to wait until the impact hits people already hit hard by inflation. The last time USA and the world saw massive support for working class action was in the 1920s.
